MEXICO CITY, February 3.

M. Leon Trotsky disclosed that he intended to speak to a New York audience by telephone on-February 12, during a pro-Trotsky meeting there, unless the United States Government forbade him.

Trotsky intends lo defend himself against the accusations of Stalin that he conspired against the Soviet with Hitler and Japan.
