AMERICAN'S PLAN
ABSOLUTE NEUTRALITY
WASHINGTON, December 27,

He also urges that Americans be realists and observe a "mind their own business" code in the present unsettled condition of world affairs. He recommends that American nationals be prohibited from travelling in ships of nations engaged in war.
