TOKIO, December 24.

According to the newspaper "Nichi Nichi Shimbun," Mr. Arita, Minister of Foreign Affairs, will shortly make a statement expressing Japan's willingness to co-operate with the United States in preventing a JapaneseAmerican naval race for control of the Pacific.

He will suggest a new agreement replacing the naval treaties expiring at the end of the year.
