An unqualified proposal to bind England and France to neutrality while Germany reserves a free hand in the rest of Europe is the sum total of Germany's contribution to the proposed new Locarno pact, says the "Morning Post's" diplomatic correspondent. - ,■■■■■;■■■■
Germany's condition for aaherenco to the new pact, he states', is that none of the signatories in any circumstances must ever move its troops against another, otherwise the threatened party should have promise of immediate as* sistance from the remaining signatories. ,■ ■- \... '. . "
It is clear that on this basis there can be no agreement > between the Western Powers. It is pointed out that if the German proposal were accepted it would mean that other Western' Powers would be forced to ■remain passive" while Germany settled her differences with her eastern and southern neighbours.
