SAVING OF REFUGEES
SOUTH AMERICAN REPUBLICS
UNITED EFFORT PROPOSED BUENOS AIRES, October 18. Diplomats disclosed today, that at a secret conference yesterday Argentina began conversations with a view to jrganising fourteen South and Central American Republics in a united effort to save hundreds of Spanish citizens who have taken refuge at their Embassies and Legations at Madrid. The principle of diplomatic asylum las been part of Latin American interlational law since 1889, but is not re:ognised in Europe. Under this principle a refugee, shares the immunity Df an Ambassador or * a Minister, whose agent escorts him to the frontier with the full knowledge of the authorities from whom he is fleeing.
