EXTENSION DECISION

'LONDON, October 17.
Kepercussions of the Belgian declaration in favour of neutrality arc-widely discussed. It is reported that Eranca had decided to extend the Maginot Line of fortifications along the^Belgiaa frontier to the North Sea. The "Observer" says it Is believed that Germany is accelerating aerial :expansion, and, with a first-line strength of 2200 aeroplanes, is aiming at vparity with Russia, necessitating Britain considerably increasing -her programme in order to reach parity with her strongest neighbour. '
