ARMS FROM PORTUGAL' TO SPAIN

LONDON, October 8.
It is learned that the, Soviet, before sending, its Note threatening, .withdrawal, from the non-intervention .pact, sent a. Note making specific . charges against Portugal and suggesting that an impartial committee be sent to the border of Spain and Portugal to investigate affairs on the spot, some of the committee to remain behind to control 'fulfilment of the agreement.
The Note has been- circulated amongst members of the non-interven-tion committee.
Press comments on the Russian Note are bitter. The "Borsen-Zeitung" says that the prospects in Spain are bad, and therefore the Soviet thinks it necessary to take some step on behalf of Madrid. '
The "Allgemeine Zeitung'■ expresses the opinion that the Soviet wants to aid openly the Reds in Madrid, who otherwise will face certain defeat.
The "Lokal-Anzeiger"says that Germany will continue her neutrality.
The Rome correspondent of "The Times" says.,,that, .-While official quarters are silent, '■ the Pres§ publishes messages from London correspondents characterising the Soviet Note as anti-Fascist and offensive.
