' The problem of German minorities beyond the present frontiers of the Keich—particularly in Czechoslovakia —is likely, I learn, to be brought forcibly to the attention of the world by Nazi propaganda this autumn, wrote the Berlin correspondent of the "Daily Telegraph" on August 28.
Herr Henlein, leader of the German minority group in Czechoslovakia, known as the Sudeten German party, was in Berlin during the Olympic I Games, and saw Herr Hitler and other 'Nazi leaders.. This provided an op- , portunity for the discussion of future [policy on both sides of the frontier.
It is significant that the Nuremberg Party Congress will be preceded by a meeting of the Association of Germans Abroad,' at EVlangen, near Nuremberg. The influence of Herr Bohle, the leader of this association, on the direction of German foreign policy, is becoming a factor of increasing importance.
I have seen a copy of the secret instructions send by Dr. Goebbels, Minister of Propaganda, to local Nazi leaders throughout Germany, on the line to be taken about the Sudeten Germans in Czechoslovakia, at the lectures on foreign policy for officials, which are a feature of the Nazi system. DIKECTIONS SUMMARISED. The memorandum is dated July 7, 1936, and is signed by Herr Bornemann, representing Dr. Goebbels. It contains directions for propaganda "to be concentrated on the following lines:— 1. The Sudeten-German question is to be dealt with from the^ point of view of the Versailles peace dictates, particularly with reference to the consequences of the Treaty of St. Germain (which assigned 3,500,000 Germans to Czechoslovakia). The notorious memorandum No. 3 must be given especial attention. 2. By means of the well-known Czechoslovak work on political geography by Hanus Kufne —a pseudonym which probably conceals the personality of Dr. Benes, the present Czechoslovak President and a prominent Freemason—the intentions of the Czechs towards the -German Reich in 1918 must be exposed. 3. In all district instruction departments a new German series of maps will soon be available, showing the exact position of the frontiers of the German nation (Volksgrenze) in the southeast (Czechoslovakia) on January 1, 1919. From this the consequence follows that the Sudeten-German territory is a compact German speech and settlement area which belongs to the German Reich. Reference can here be made to point 1 of the party programme and to page 1 of Adolf Hitler's book "Mem Kampf."
