FRENCH MINISTER'S SPEECH

Delbos, speaking at Bergerac, made it-, clear that France would, not abandon tne Franco-Russian Pact or any other defensive alliance and would oppose any attempt to transform the Locarno Treaty into an anti-Soviet holy alliance. He added, in reference to Herr Hitler's Nuremberg speeches:—"lt is not from us that appeals to arms arise nor exhortations to ideological crusades that would plunge Europe in fire and blood.
