INCREASE OF £4,913,245

FURTHER SOCIAL SERVICES

PUBLIC WORKS EXPENDITURE

An increase in expenditure of £4,913,245 in permanent and annual appropriations was disclosed by the Estimates, presented to Parliament last evening. Last year the amount expended was £25,890,567, and this year the estimate is £30,803,812. The.biggest increased vote is that, for social services. Last year's expenditure was £7,756,972, but this year the estimated, expenditure is £10,302,225—an increase of £2,545,253. There is an increase of £-1,027,008 in the vote for the maintenance of public works and services. The development of primary and secondary industries shows an increase of £353,637; defence, an increase of £250,160; and the Labour Department administration, an increase of £193,095.

'.-' " New Zealand's share of the cost of the Ellsworth Relief" Expedition was £2000. The allowance to police and other officers acting as Labour Department agents has increased from £937 to £1050, the extra amount representing increased inspection activities. The expenses of the New Zealand delegation to the International Labour Conference at Geneva cost £2150, which represents the. expense •in respect to all delegates. .;'■■.• The grant for assistance; to Maori employment is represented by £200,000. This was previously, provided on the estimates of the Unemployment Board. The amount of £28,000 is included for the cost of; taking and printing the Census this year. An amount of £32,766 is to provide I stores for the new cruisers and to increase reserves; .. DEFENCE EXPENDITURE. 1 The second year's expenditure for the completion of the armament supply depot is'to cost £36,856 (£9444 spent last year), and £46,168 is included for the completion of the naval | base (£15,221. spent last year). Under the heading- of military aviation, there is an item of £7350 for ammunition, bombs, and other explosives. This, it is stated, provides for the commencement of a reserve supply of bombs for aircraft and for I machine-gun ammunition for aero- [ planes. An amount of £62,000 is included as part of the commitment as. at the end of March for hangars, workshops, etc., at Hobsonville and Wigram aerodromes. gress payments this year on new aircraft, £20,000; provision for spares and stores to be ordered this year, £11,250; making a total of £46.500.

An amount.of £4000 is included for the purchase of aircraft for loan to aero clubs. This represents the purchase of four machines, but the type has not yet been decided.

An amount of £5000 is included for training grants to aero clubs in respect of pupils.. Last year, £4480 was expended.

There is a substantial increase in the amounts for the maintenance of Justice Department's buildings, and £9500 is set aside for courthouses.

An amount of £5000 is included for an earthquake protection work on the Wellington Customhouse building/

A sum of £6500 is to be spent on the improvement of gaols.

The vote for mental hospital buildings has, been increased from £11,271 to £19,000. The extra amount includes ££000 for necessary work at Wellington.

Improvements to Ministerial residences and for other buildings in Wellington is represented by £3000.

Work on the Parliamentary Buildings is to cost £5000. This includes £400 for painting the chambers, £2500 for making the roofs'watertight; and £2000 for general works and maintenance.

A sum of £450 is to be spent on protective works on the Manawatu river at Massey College.

An amount of £15,000 out of £16.000 to be spent on the Gisborne-Waiko-kopu railway is for earthquak' and flood restoration, and £12,000 out of £13,000 to be spent on the NapierWairoa section is for a similar object.

Other ijems are: "Contribution towards improvement and additions to open railway lines (transfer to Public Works fund vote) £77,000," and "transfer to Working Railways Account on account of various special: works, £25,000."

An amount of £30,000,, is set aside for the supply of milk to school children. Last year £2 was spent.

The sum of £156,000 Is included for incidental expenses of school committees. This is to provide increased funds for school committees,, including a. special provision of £16,000 for in> provements to school grounds.

Consequent on the reopening of teachers'- training colleges, the vote for allowances and advances to students and for transport has been increased from £35,683 to £110,500.
