The correspondent of "The Times" at Montreux states that the Conference sat until 1 a.m. in a vain effort to reconcile the British and Russian viewpoints. It is admitted that a Black Sea war in which Turkey was neutral is improbable and that therefore the British viewpoint is academic, but it is dictated not by misgivings as to what may happen in practice but by reluctance to set down on paper clauses giving a specious pretext for an angry outburst by Powers not participating in the Conference. The French and Russian attitude is that British timidity hampers.the operation of mutual assistance pacts which previously they have supported and that Britain's desire to avoid recrimination is leading her to play into Germap hands. . f
