A NEW TREATY
PANAMA AND U.S.A.
DEFENCE RIGHTS REVISED
WASHINGTON, April 25.
The Washington correspondent of the "New York Times" reports that a new treaty; between the United States and Panama, the text of which has not yet been published, has been made. It makes important revisions in America's defence rights over the canal. Considering the importance of the canal in the event of hostilities in the Pacific, navy and army officials are said to object to some features of the treaty, and will ask for changes.
While 'up to this time the American military authorities have enjoyed wide power over territory at Panama for defence purposes, the new treaty gives Panama full sovereignty of all territory, excepting the actual canal zone. It is provided that in case of emergency, however, the two Governments shall consult on adequate measures for defending the canal and surrounding territory.
