NAVAL EXPENDITURE
Lord Snell's remark in the House of Lords that -England has spent over £946,000,000 on the Navy since the Armistice is a mere debating point— and a poor one at that, says a writer in an English journal.
The size of- the total may impress Sir Stafford Cripps and Lord Snell's other supporters. It proves nothing as to the adequacy of our Navy unless it is compared with'that spent by other nations. For example, in the period 1929-35 the U.S.A.-have spent in round figures £440,000,000 on their navy. Though our own naval strength is supposed to be at parity with theirs, we have spent only £380,000,000 in the same period. A Frenchman, adopting Lord Snell's argument, could show that France'lias spent on her navy in the last seven years £260,000,000 at the current rate of exchange. Yet the navy is only France's third line of defence. Quotations of figures without relation to their context show little. The totaJ expenditure of any Government department, on Lord Snell's systerc. would be equally staggering.
