7 (British Official Wireless.) (Received December 14, 11 a.m.) RUGBY, December 13. The proposals advanced as a basis 'of discussion for a negotiated settlement of the Italo-Abyssinian dispute which were presented to the Italian Government on Wednesday by the French and British representatives in Rome were today handed to the Emperor of Abyssinia, from whom a Note was later received by r the Secretary of the League at ; Geneva. It is stated that the Note \ which has not yet been published, ' makes the most complete reserva- [ tions on the proposals and declares . that the proposals are not acceptable , to Abyssinia. The Italian reply to the proposals ! has not yet been received. REPORT BY EXPERTS. The Committee of Eighteen met this afternoon to discuss the report of the committee of experts on the application of sanctions. Speaking for the British Government, Mr. Anthony Eden said he had examined the report and he would like : to extend the thanks of the Govern- ; ment to the experts for their work. ; As he emphasised yesterday, they had ; had two objectives before them—the I restoration of peace and maintenance ■ of the authority of the League. In purt suance of these objectives they had , all found themselves obliged to take I certain measures the effective appli--1 cation of which was one of the tasks assigned to the Committee of Eighteen. In making this application effective the committee of experts had rendered valuable service, and he would like to make it clear that as far as the British Government was concerned it would continue to give all the assistl ance in its power. The Committee of Eighteen then ads journed until after the meeting of the ■ Council of the League next .Wednesday,
