PEKING, December 7.

A Sino-Japanese compromise has been reached whereby Hopei and Chahar, where pro-Japanese predominate, shall be given special government under General Sung Chen-yuan, the strongest military leader in the north. It is hoped that the arrangements will remove the possibility of dangerous developments from the autonomous movement.
