MINISTER'S SPEECH
IMPRESSIONS ABROAD

LONDON, December 6. Sir Samuel Hoare's speech created an excellent impression in official circles in Paris, especially in respect to friendly affirmations to Italy. It is declared in Rome that Sir Samuel's talk of a solution acceptable to the League, Italy, and Abyssinia is meaningless, just as assurances of friendship to Italy are not borne out by facts.
A Tokio message says that the speech provoked immediate reactions in Japan, where the Foreign Office spokesman, while declaring that it was merely a description of the recent development of Sino-Japanese relations, significantly hinted that Japan considered that the nine-Power treaty which guarantees China's integrity and is the political basis of the Washington Pact is no longer applicable. The Pact was ineffective from the beginning, he stated, as China has failed to carry out certain clauses. The United States warning that Washington expects observance of the treaty was merely on academic reiteration of principles oi international law. t
