BRITISH RECONSTRUCTION

EARLY PASSAGE OF BILL

(British Official Wireless.) (Received November 30, 11.50 a.m.) RUGBY, November 29. A Bill to authorise financial arrangements connected with the £30,000,009 main line railway reconstruction scheme announced by the Government during the General Election is now being drafted. The Government intends to have the Bill passed by Parliament before Christmas so that the scheme can be set in operation early in the New Year. . . The financial arrangements will be similar to those of the London transport scheme. The Bill will provide for the formation of a finance corporation to raise money for a 20 years' term with a Government guarantee, and will impose conditions as to employment of labour and "materials to be drawn as far as possible from the distressed areas.
