RUGBY, November 26.
The .League of Nations published tonight at Geneva as an official document a copy of the decree law passed by Germany forbidding the export of raw materials which could assist any country at war. Among the banned exports are iron, nickel, tin, and chrome, as well as all waste metals.
The document has been sent to all States which are members of the League, and the general opinion in Geneva is said to be that it constitutes a notable contribution by Germany to the system of collective security and the efforts of the League Powers to apply it.
