FRANCO-GERMAN TALKS
DIFFICULTIES IN THE WAY
LONDON, November 22.
The Paris correspondent of "The Times" says that general opinion does not exaggerate optimism regarding the Franco-German conversations, and wellinformed people believe little real progress will be made. The German objections to the Franco-Russian pact are undiminished, and the French similarly mistrust the Eastern pacts. Little value attaches to an agreement concerning land armaments, especially by the French General Staff, owing to the difficulty of effective control. Moreover, M. Francois Poncet, French Ambassador at Berlin, is unable to hold out hope of an early German return to the League pending a settlement of the Italian dispute.
Inspired comment in Berlin suggests t{iat the overcoming of Franco-Ger-man antagonism is still very difficult, but that the communique of November 22 is useful. It is believed that the present time, with international domestic preoccupations, is unpropilious for the resumption of direct Franco-German relations. Germans have been informed that despite occasional Franco-British divergencies a policy founded on their fundamental rift would be tiseless.
