ADDRESS TO RETURNED MEN

Mr. C. H. Chapman, Labour candidate for Wellington North, addressed the residents of the Returned Soldiers' Hostel on Wellington Terrace last evening. He described in detail the War Veterans' Allowances Act, which was passed by Parliament during the last few days of the session. The Act, he stated, would give some relief to men who had served with a unit actually engaged with the enemy but who could not definitely trace their disability to war service. Owing to criticism in Parliament the qualiication for an allowance was altered from

"permanently unemployable" to "unfit for permanent employment by reason of physical or mental disability." This in his opinion was an improvement and would'make the Act applicable to more returned men. The allowance to a war veteran was fixed at £52 per annum, with the limit of other income to £26 per annum. A married veteran was entitled to £39 per year for his wife and £13 per year for one child subject to certain conditions. Mr. Chapman also dealt with the main criticism of the Government in regard to its reduction of wages and pensions. At the conclusion of his address he answered a number of questions and ./as given a vote of thanks and confidence.
