ATTITUDE OF NEUTRALS
INTEREST BY SANCTIONISTS
LONDON, November 9,
The Paris correspondent of "The Times" says that the violent sanctions controversy has died down and interest now centres on the attitude of neutrals, particularly Germany and the United States. The German Government's decision; of November 8 is regarded as an astute manoeuvre ehiabling complete liberty of action.
Frenchmen are convinced that German's main concern is to avoid offending Britain without too obviously siding against Italy.
Opinions differ on what may be expected from the United States regarding exports of oil and cotton, but everybody is agreed that the success or failure of economic sanctions lies in the hands of the American people.
