NON-RATEABLE LAND

It was no use saying that the housing problem could not be solved, said Mr. C. A. L. Treadwell last night. One of the difficulties in New Zealand was that rates were too high. As far as Wellington was concerned the city owned a large amount of land either not being used or occupied by useless buildings. and these areas should be leased for building, free of rates. Then there were large areas in" the Town Belt which were useless as sports areas and, were never used and he considered that some of that land could be used for housing the poorer people. That land did not bear rates and was the type of land where rents could be brought down to a reasonable level. \

It was useless talking of going out into the country where every house could have its garden, he added, because the average worker could not afford the cost of transport to and fro. The modern tendency was not to build a city outwards but upwards.

He suggested that the cost of rent could be brought down to where the lower-paid worker could pay it by the use of non-rateable land and the building of standardised homes.
