Britain's failure to respond to Italy's gesture in Libya, by removing even one battleship. lUuians draw comfort from Mr. Stanley Baldwin's Wolverbampton assurance that there is no question of blockading Italy. Implementation of sanqtions is held to defer the chances of an agreed - settlement. It is asserted that sanctions will have no appreciable effect on Italy, but the question of national pride cannot be dismissed. Italy will not negotiate with sanctions hanging over her. Mr. Tecla Hawaniat, until recently the Abyssinian a:epresentative at Geneva, has arrived at Jibuti. He says that Abyssinia will not consider any diplomatic settlement until every Italian soldier is withdrawn. It was a mistake to assume thtat there wo^ild be acceptance of any,cession of territory to Italy.
