SELASSIE EXPLAINS
NO APPLICATION TO OGADEN

ROME, August 12.
Official circles scout the supposed Abyssinian offer to cede a portion of Ogaden to Italy, but the Emperor Selassie now explains that his offer to cede territory in exchange for economic advantages did not apply to Ogaden but referred to Mr. Eden's suggestion regarding Zeila.
A cable published yesterday stated that the Emperor, interviewed by the Havas News Agency at Addis Ar-aba, expressed willingness to cede a portion of Ogaden in exchange for loans and a seaport, though he declared that conditions must be fully discussed.
In order to obtain, a settlement of the dispute, Mr. Anthony Eden in June declared that Britain would be prepared to offer to Abyssinia a strip of territory in British Somaliland, giving Abyssinia access to-the seal He intimated that the British . Government would asfcr for no concession in return for this arrangement save grazing rights for their tribes in such territory as might be ceded to Italy. It was subsequently explained that it was contemplated that the- port oi Zeila might, subject to certain conditions, be ceded to Abyssinia, together with a corridor of territory roughly 50 miles long and 12 miles wide. The offer was declined by Signor Mussolini as a basis of solution.
