BRITISH APPOINTMENTS

RUGBY, July 12.
The King has approved the appoint* men of Sir Charles Wingfleld, Minister to the Holy Sec, to be his Majesty's Ambassador Extraordinary Plenipotentiary at Lisbon.
The King has also approved the promotion or General Sir Archibald Mont-gomc-ry-Massingberd, Chief of tho Imperial Stall, to tho General Staff rank of Field-Marshal, in succession to th« late Field-Marshal .Viscount Byng.
