Parliamentary activities in relation to business affairs are still a major factor;ih public consideration, remarks the Btenk of Montreal in its business summary. , Among , legislation whiqh received ; :the Royal assent on April 17, when'Parliament-adjourned, was an Act to .establish an Economic Council, an Act providing for the rehabilitation of droughtand soil drifting areas in the Prairie Provinces, and amendments to the! Canadian Farm Loan Act, the Farmers' Creditors Arrangement Act, 1934, and the Gold Export Act. Prior to the .adjournment the report of the Royal Commission on Price Spreads was tabled, and with the reassembling of the House on May 20 this report comes up for debate. The report is an important public document, ranging as it "does over the entire economic background of recent.years, and dealing in.-specific chapters with primary production in Canada, distribution, consumption, and the problem of State control.' . Among its recommendations are' the amendment of the Dominion Companies Act, improved regulation of labour conditions, and of various business processes and procedures, the amendment-of the Combines' Investiga-' tion' Act, the setting-up of consumption standards—the whole culminating in a ■recommendation for the establishment of a Federal Trade and Industry Commission with.far-reaching administrative and advisory functions. . j
