■The method: of appointing secondary school .teachers \va~s the subject of a report from the principal (Mr. J. N. Millard) to the Board of Governors of the Hutt Valley High School last evening. ' The report stated that at the Secondary Schools Conference held in May the subject of main interest to the board was the question of internal promotion, in the school staffs. It was generally admitted -that no outside teacher had a chance of obtaining an A; B, or C Grade position in another school if teachers already on the itaff of that school possessed 'the requisite grading. This position could not be altered .except; through combined actiori of'all'the schools. If one board adopted the practice of bringing in outsiders 4pr the; higher positions^ then; ;th'eir own;teachers would be denied proinbtiori 'in ' their own school,' and they, would have no chance of promotion to any other ( schooL Many principals expressed the opinion that they would .be willing to 'recommend to their boards that the right of 'appointment' to A, B, and C positions be delegated to; a central committee of three presided over by the chief inspector of secondary schools. Their idea was that the, board would select three applicants, at least two of whom would be,, outsiders, mid the decision ,would then be left to ihe central committee. It was finally decided to recommend to the .Department' that they convene a conference representing .boards, ■ the. Department, and. the Secondary Schools Association to decide upon the best system of promotion of teachers. .' . ; The board decided to await the calling of the conference before taking aotion.
