RUGBY, tyay •& lhe Governor-General-designate «l Canada, Mr. Johii Buchan, has,\received special dispensation to use "the title of Lord Tweedsmuir. It was'announced a fortnight ago that the King had approved the conferment of « barony on him. Normally > the title would not have come into use until the Royal Letters Patent had been Issued.
