PARIS, May 29.

Despite his impassioned appeal and a further withdrawal of £12,000,000 from the Bank of France, the Finance Committee rejected by 25 votes to 15 the Bill giving M. Flandin's Government plenary powers to 'deal with the financial situation. There was one abstention.

M. Flandin will make his final appeal to the Chamber of Deputies tomorrow.

M. Herriot is drumming up Socialist support.
