"WM nlw I PROGRAMME Thinking Citizens ,^^H who form ■Hh^H that great SILENT VOTE H»-A. HUGGINS. After knowing who a mau is, rightly ask, what does he stand for? Herbert A. R. Huggins Stands, of course, for the best on all regular city activities, but on special matters:— (1) He favours a programme of sealing ' all roads and footpaths by *an ade- ,. quate annual appropriation. It will pay. ••••.•■ (2) Tire -certainty of a better water sup--1 ply before next summer.- • • (3) The returns of profits on our Municipal Services to users, in reduced charges, provided that this is not done at the expense of the wages of . employees. (4) That City works be carried on at full rates of -wages. (5) That the unemployment question be left to the Government which is accumulating a vast fund in Unemployment Account. Private charity is well-nigh, exhausted, and the City has been very heavily handicapped financially by Govt. legislation. (C) He is definitely opposed to an increase in J;he rates. (7) Wellington must have an airport suitable for commercial traffic. Its construction will employ a large number of men at full wages. VOTE FOR HUGGINS.
