Laval, French Foreign Minister, is recontesling the Mayoralty of Aubervillicrs, "a Parisian suburb, which he holds. He declared that he would refuse to sign the FrancoSoviet Pact if, as the French Communists desired, it involved rendering mutual military assistance t such as would produce war. In agreement with Moscow he envisaged a pact preventing, not provoking war, and forming part of European collective security which would not be directed against any country.
