REFEREES' CONFERENCE

" . INVERCARGILL, April 21. The annual meeting of the New Zealand Rugby Referees' Association was held yesterday when the- following officers were elected:—President, Mr. A. H. Clemens (Timaru); senior vice-president, Mr. J. Diekson (Marlborough); executive, Messrs. D. McKenzie, E. S. Hylton, G.E. Bradley, J. Francis, J. Moffitt, R. J. Paton, and J. A. Wilson; secretary and treasurer, Mr. F. H. Mullins; lion, auditor, Mr. H. Bolton.
Six motions on the much-debated new scrummage were carried. These were:— That the first and fourth feet caii be raised to play the ball as soon as it is fairly in a scrummage. That the halfback or player putting the ball in must stand at least three feet from the scrummage. That from a position below the knees ho should propel the ball in with sufficient force to reach the fourth feet of the players in the scrummage. That the ball stiould be on the ground directly it is fairly in the scrummage (that is, when it has passed the first feet of the players on each side). That the first feet of the players in a scrummage cannfct be lifted off the-ground until the ball has passed them. That players infringing the scrummage rules be ordered off the field if they persist in doing so, more particularly by lifting their feet before the ball is fairly in. .
