The Emperor, in a Speech from thei Throne proroguing Parliament, announced' the adoption of conscription and the organisation of the whole Of: the population, male and female, for war. Everybody is to be taxed for the equipment of the army.'
He added that in future the penalty; for treason would be .death. According to Abyssinia's ancient law book* traitors could be burned alive.
