Tho Council . proposes to pledge a special rate of Five two-hundredths ot a penny (5/200 d) in the pound on the rateable value (on tho basis ot the unimproved value) of all rateable property within the City of Wellington as security for the said Loan of £27,000 and the interest and sinking hind and other charges thereon. In connection with tho repayment of the said Loan it is proposed to establish a sinking fund of lwo >ounds ten shillings (£2 10s Od) per centum per annum. It is proposed that the abovementioned Special Loan shall be repayable a* the expiration of a period of Twentyfive years computed from the Ist day of December 1935. It is not proposed to pay out of tho Special Loan the cost of raising the Loan or the interest or sinking fund for the first year. It is proposed to pay all interest and to repay all principal in respect of the said Loan in New Zea* land. It is proposed that the rate payable for brokerage, underwriting, and procuration fees in respect of the raising of the said Loan or any part thereof shall not in the aggregate exceed one-half per centum of tny amount raised.
