MISGIVINGS IN GERMANY
LONDON, April 2.
The "Daily Telegraph's" Berlin correspondent says that the cordial tone of the Moscow communique has aroused misgivings. The "Allgemeine Zeitung" expresses surprise that it contains no reference to arms limitation for the greatest military power in the world, meaning Russia.
