Signor ' Mussolini's concern at the decline ; in the birth-rate is shown iiy the vigorous appeal of his paperi "Popolo d'ltalia," which asks: Who' is going to drink the farmers' milk if there are no babies? The low birthi rate in the;last twelve years means a gap in our manhood four times as great as the loss in the World War. The I Fatherland has been- cheated of 1,000,000 future soldiers, and every branch of industry is suffering from the low birth-rate.
