M. MOLOTOV CHAIRMAN
MOSCOW, February 8.
M. Molotov, president of the Council of People's Commissars, has been elected chairman of the committee to revise the Soviet Constitution. A cable published yesterday stated that the Congress of Soviets adopted reforms embodying the best features of the Parliamentary' system. M. Molotov. explained that the- collectivisation of farms' and the abolition of kulaks had terminated the; class system. The open ballot would give place to the secret ballot in order to establish demo-cracy-and check bureaucracy.. Peasants and-workers would be equally represented at the next elections, which would be based ori these reforms. Uni-. versal suffrage would soon.be attained.
