NEW SYSTEM OF CONTROL

The affairs of native people administered by the New Zealand Government within the Dominion and outside New Zealand are being brought under the direction of one Minister.'

It has been decided to transfer to tho External Affairs. Department the control of the Cook Islands, which in the past has been- a separate Departments Its secretary (Mr. S. J; Smith) will continue to hold that position under the direction of the head of the Prime Minister's Department" (Mr. C. A.Berendsen, LL.ltf.), who is also Secretary for External Affairs, and in that capacity is chief administrative officer in New; Zealand of Samoan. affairs.

The. Prime Minister (the Rt. Hon. G. W., Forbes), as Minister of External Affairs, Native Minister, and Minister in Charge of the Cook Islands, will have general administrative responsibility for all native questions. Commenting on the change, the Prime Minister stated that it would provide for a greater measure of coordination in the administration of the islands of the Pacific under the control of the New Zealand Government, and would give greater opportunities and experience to the officers engaged in Island services.
