BILL FOR REORGANISATION

Tho Government's Bill, to: put' the lierriug fishing industry on a sound basis is published today, arid it is hoped that the measure will bo passod into law before the epd of March, ;

Tho Bill is the outcome of tlio Government's examination of the problem since the Sea Fish Commission reported last August. The most important i'eaturo of the Bill provides for appointing a Herring Board of Control. A proposal to set up such n board was refommchfled by the Commission, which also laid down its suggested functions and powers. Under tho Bill, however, tho board will itself prepare a scheme for reorganisation, development, and regulations. Exchequer grants up to £125,000 may be made during the first three years of the board's existence, £73,00*0 of which may bo spent on administrative expenses. Tho balance will be available for research work and for promoting sales of herrings. In addition tho Government may make loans to the boaid "of £600,000. It is definitely contemplated in tho Bill that there will be a levy on trade, and that,- by tho end of fivo years, the board will be- in a sound financial position.
