President Eoosevclt has appointed Mr. Marriner Eecles, one of Mr. Mor' genthau's' assistants at the Treasury, .to succeed "Mr. Eugene BlacL as' the President of the. Federal Reserve Board. .:M.r. Ecfijea is classified as a political' liberal and a ivhole-hearted supporter of the New Deal, including the :monetary features and .the heavy relief spending programme. '
