A WEAKNESS

DTJNEDIN, October 19.
The "Otago Daily Times" says: — "The Dairy Commission's proposal that the Government should, in tho capacity of n guarantor, stand behind the Rural Mortgago Corporation and declaro its bonds to be trustee securities may be regarded as a weakness in the scheme. Tho experionco which the Government has already had through the operations of its various lending departments should, as Mr. Downic Stewart urged in tho course of the Budget debate, mako it very hesitant about incurring responsibilities of the kind _ now suggested. I.? the recommendations of the Royal Commission are adopted the Government will bo committed to very heavy expenditure in respect of eradication of tuberculosis in tho dairy stock of the Dominion, of which about 9 per cent, is said to be affected by the disease, and its liability in this sense will bo accompanied by the danger of an unknown but possibly serious liability if it accepts the onus of guarantoeing the bonds of the Rural Mortgage Corporation.
