TRADE NEGOTIATIONS
NATIONS CRITICISED RAISING TARIFFS FOR BARGAINING WASHINGTON, October 18. The Secretary of State, Mr. Cordoll j Hull, today criticised unnamed nations indulging in the "indefensible practice" of raising tariff barriers just before entering international negotiations to lower them. Bringing the ease, down to the network of reciprocal trade agreements now being framed by the United States, Mr. Hull asserted that such seeking of j bargaining advantages would imperil any negotiations.
