Cabinet Ministers have taken an o;ith acknowledging Herr Hitler, Keich| Leader and Chancellor, as absolute., ruler of Germany for the remainder of.i his life. The Secretary of State, Herr Lammers, announced that Herr Hitler was abovo the Reichstag, which cannot bring any charge against him in theCourts. All Ministers henceforth are.* answerable to him alono. State Governors are also required to take tho new' oath.

Herr Lammers said that the responsibility of the Chancellor towards the Reichstag had no- longer even a legal foundation since it was obviously impossible for the head of the State to be answerable to Parliament. In any case the Reichstag, when it passed the Enabling Act. renounced its claim to further power. Herr Hitler had come to. power by legal means, having been nominated by tho late President, elected by the people, and confirmed by the Reichstag.

There was no need for any Constitution in the Nazi State since the wave of the Nazi rising had swept, over the. whole peoplo and had borne with it a. new conception of State. The only outstanding question was the completes fusion of the Nazi Party with the! State, which was a juridical problem)} which the future must solve. 1
