The Board of Inquiry of the United .States Steamboat Service report, published on Tuesday, charges Acting Captain AVilliam F. "Warms and four staff officers with negligence- in connection with tho burning of tho liner Morro Castle on September S, with the lo^s of 1.'!2 lives. INTo cause of responsibility for tho fire is given. The officers arc ordered to appear at a hearing on October 29 to show cause why their certificates should not bo suspended or revoked.

Tho report alleges that when the alarm of fir© was sounded the crew did not take stations nor did the officers do anything to organise them. It further alleges that the ship continued at full speed for some distance after the fire was reported. "It was not until the "fire was out of control," adds the report, "that the course was changed and tho vessel slowed down. Tho call for assistance was also delayed."
