TODAY'S PROCEEDINGS

LEGISLATIVE COUNCIL

The Legislative Council met at Li.3o p.m. today. The Hon. Sir Heaton Rhodes moved that, in the opinion of tho Council, when arrangements were made for addresses by -experts or specialists from overseas before a Com\iittee of the House of Representatives, the Council should be afforded opportunity for similar arrangements. He suggested that the Committees of the two Houses might sit as a Joint Committee in order to "hear addresses from authorities: overseas. j The Hon. V. A. Ward, who seconded the motion, said that he was sure that if the Council agreed to the motion the Government would put the proposal into effect. He suggested that the motion should include New Zealand experts as well as authorities from overseas. It was the- regular practice for members of the House of Commons and theHouse of Lords lo assemble to hear addresses from eminent persons. These addresses were generalh- held under the auspices of the Empire Parliamentary Association. Mr. Ward said that they might healths views of experts on the means of developing the tourist resorts and the running of lotteries. The Hons. E. R. Davis and C. .T. Carrington supported the motion.
