EARL BUXTON

LONDON, October 15. The death has occurred of Earl Buxton.

Sydney Charles Bnxton, P. 0., G.C.M.G., the first carl was born in October, 1853. Ho was educated at Clifton and Trinity College, Cambridge. He was M.P. for Peterborough in 188.1, and i"or Poplar from 1886 to 1914, Undersecretary of State for the Colonies from 1892 to 1895, Postmaster-General from 1905 to 1910, and President of tho Board of Trade from 1910 to 1914. He introduced penny postage to tho United States and was responsible for much important legislation in Britain, including the Unemployment Insurance Act, 1911. He was High Commissioner and Governor-General of South Africa from 1914. to 1920. The earl was married twice. There is no heir to the title.
