A COURT OF APPEAL
(British Official Wireless.) (Received September 29, 12.30 p.m.) RUGBY, September 28. The provisional agreement reached last night in the South Walos coal dispute will be at once submitted to tho constituencies of the coal owners and miners in that district. It seems practically certain that the terms will be approved and the cessation oi! work' thus avoided. Each sido in turn had long talks yesterday with the Secretary for Mines (Mr. Ernest Brown) and tho ActingPrime Minister (Mr. Baldwin), and tho President of the Board of Trade (Mr. \V. Runciman) wore kept in close touch with tho progress of tho conversations. The terms of tho provisional agreement havo not yet been published, but it is understood that they provide for the establishment of a- permanent Court of Appeal, whose members will bo chosen in a manner assuring both their competence and independence, which will deal with any future disputes. Tho executive council of the South Wales Miners' Federation strongly recommended to tho delegate couforenco today the acceptance of the memorandum of agreement, which, following tho intervention of the Minister of Mines, was reached yesterday iv interviews with delegations representing both sides to the dispute. It is generally expocted that the terms of tho agreement will be endorsed by the lodges to whom the delegates will report tonight, and formal acceptance will be registered at a further meeting of the conference at Cardiff tomorrow, whereupon the provisional terms will bo embodied in a new w;c/3 agreement to replace the existing one which expires tomorrow.
