(B.:ltlsh Official >Mi-e;e.js.)

(iJuceived September 25, 11 a.m.)

BUGBY, September 24,

The negotiations for a satisfactory settlement in regard botli to Germany's past debts and current Anglo-German trade are continuing. Meanwhile a purely provisional arrangement has been reached. This is announced in a communique, which states: I"The meetings which have been held in Berlin between the United Kingdom delegation ;md tho German Government representatives during the past' week have been devoted to a general examination of the outstanding, economic and financial questions.

"In view of tho introduction of new German exchange regulations and in order to avoid any disturbance of trade between the two countries during the present negotiations, the .following interim arrangement has been agreed upon: This arrangement will apply until the end of October or until tho coming into force of a new arrangement, whichever is earlier. Exchange certificates authorising payment into a special account of tho Bank of England will be issued for import into Germany of goods covered by tho Anglo-German Exchange Agreement of August 10, 1934, to the extent corresponding to the present volume of British imports into Germany. No distinction will.be.made between individual groups of goads. This arrangement applies to all goods for which payment through tho special account of the Bank of England was permissible at the-time'of the coming into force, of tho Anglo-German Exchange Agreement and to such other payments into account as have subsequently been approved by the Eeichsbank. In other respects, the provisions of this agreement, in particular the system of payment into account, remain unaltered." ,

Tho Board of Trade,' commenting on tho above, emphasises its', provisional character and adds that it will be seen that for the time being the existing position will be maintained, under an interim arrangement and that no.new restrictions will be placed on the- import of United Kingdom goods into Germany. Tho method of payment for all goods covered by the Anglo-German Exchange Agreement will continue to be through a' special account.
