. In the midst of "an orgy of nationalism" there are some, good internationalists of old standing who are as true to their colours as General Evangeline Booth is to the Salvation Army uniform. The many changes that may (or may not) represent progress have not affected the internationalism of the locust, which, as in ancient times, still swarms over vast areas of Asia and Africa regardless of national boundaries. The result is that various . Governments are forced to the conclusion that
owing to the distribution of locusts ove? territories of many different countries no organisation could hope to- elucidate the origin and migrations of locusts Unless it secured the cooperation of tho. countries concerned. If thelocust can compel Governments of this day of grace to abandon, even in one respect, policies with "a strict territorial basis," can it be said this ancient .plague has persisted,to no good purpose? '
