In sweltering heat, 15,000 brownuniformed Nazis packed the vast Luitpold Hall, decorated with colossal swastikas, when Herr Hess formally opened the Nazi Congress. Herr Hitler, accompanied by his lieutenants, entered amid a roar of cheering. Herr Hess after paying a tribute to the late President Hindenburg, reaffirmed the declaration that Herr Hitler, whom he effusively praised, was sole director of the party.

That evolution, not revolution, must be the Nazi watchword henceforward was the keynote of a proclamation composed by Heir Hitler and read by Herr Adolf Wagner. The revolution had fulfilled all expectations, but it was necessary to warn fanatics that revolution had now concluded, and there would be no more German revolutions foT a thousand years. The Nazi movement had completely mastered Germany. He asked, "Who dares contend that, the Nazi leaders are not the cream of the movement? The* leaders therefore are determined to maintain their power, not surrendering it to anybody." The proclamation proceeded to state that the army's position as sole arms bearer provided the final security for the riew State. "Therefore," it.said, "our enemies' pleasure in regarding four million 'Noes' as a source of danger makes us smile. We have done everything possible to seek the ■ friendship of our war-time opponents, realising that a new European war would inevitably produce a. Communist chaos."

The proclamation claimed that the unemployed had been reduced \t by 4,500,000. The Nazis were determined to build up one great Evangelical Church, and also hoped to reach a complete understanding with the Vatican. ■ i
